intro to the primer---- states that three are 3 target audiences..... the 
target audience should ONLY  bullet 2 ("for policy implementors whose software modules read and write policy expressions")
explanation of sections 3 & 4  "Advanced concepts" overlap with guidance to assertion authors

Justification: The guidelines should be in one document to ensure that the
guidance is consistent.
