Display an error when both the name and id attributes are used and their values
are different.

An old (?) version of checklink reported errors for fragment
differences on the linked page. This was confusing, because I
was interested in problems with my links, and couldn't do much
about errors in the linked texts. IIRC it was the fragment
#omitted attributes in the ISO HTML specification... I solved
this "problem" finally by removing my link to it ;-)

In other words, matching name= with id= should be done by a
XHTML validator and not necessarily by checklink.
