It seems we have oversimplified the <termRule> element. We had a term attribute to set to "yes" or "no" initially. Then we decided it was not necessary because we would always set it to "yes".

I think now it was a mistake: There are cases where one may want to override in a given document some global external rule that says a given element is a term.

I would propose to re-instate the term="yes|no" in <termRule>.

This would allow overrides, and be more conform to all the pattern we have for the other data categories, and avoid confusion.

The change would require a small addition in the examples 12, 13, 15, 17, 19, and 19; a small addition in section 6.4.2; and the addition term in the termRule attributes list ODD definition.

Summary: The Working Group decided to accept the proposal and to add the term attribute as desired.
