Suggest rewording of Introduction section of Policy Attachment document as below:  

1. Introduction 
The Web Services Policy 1.5 - Framework [Web Services Policy Framework] specification defines an abstract model and an XML-based language for expressing policies. This specification, Web Services Policy 1.5 - Attachment, defines two general-purpose mechanisms for associating policies with the subjects to which they apply; the policies may be defined as part of existing metadata about the subject or the policies may be defined independently and associated through an external binding to the subject. 
To enable Web Services Policy to be used with existing Web service technologies, this specification also describes mechanisms for attaching policies to WSDL [WSDL 1.1, WSDL 2.0 Core Language] definitions and UDDI [UDDI API 2.0, UDDI Data Structure 2.0, UDDI 3.0]. 
Specifically, this specification defines the following: 
· Two general-purpose mechanisms for associating policies with policy subjects: either directly as an attribute on the subject definition or indirectly using an attachment mechanism.

o How to associate policies with WSDL definitions.
o How to associate policies with UDDI entities.

Note also that WS-Addressing [http://www.w3.org/TR/2006/REC-ws-addr-core-20060509/] also provides a mechanism for including metadata information, including policy, as part of an Endpoint Reference. This mechanism will not be discussed further in this specification.

On the August 9 telcon the WG agreed to close this issue with the wording suggested by Asir.  See below.  Minutes of the August 9 call are at http://www.w3.org/2006/08/09-ws-policy-minutes.html.
 
Note that this wording specifically excludes the reference to WS-Addressing which provides a mechanism for attaching Policies to endpoints.  I was asked to add this reference at the Austin meeting by, I think, Chris Ferris.  I'm making this comment as the WG may have overlooked this.
