Using XQTS_current v1.16

The result file fn-union-node-args-003.txt starts with 

<?xml version="1.0" encoding="UTF-8"?>
<!-- this file is a copy of bib.xml; ...

But the catalog specifies that it must be processed using 'Fragment', so the entire content will be wrapped inside a root element and the resulting text will be invalid XML.
Please remove the PI (btw, it was not present in 0.9.4).
