is a minimal test case. when valadated the validator reports "Warnings
* Line : 5 (Level : 1) You have no background-color with your color : body"
however a.css has matched color and background color.

The Bug has gone away, in that warnings are no longer shown at all. Bummer.

I'm going to take down the test case as the server is being re-purposed.

to recreate test case, three files are needed.
1: html file calls two style sheets, for purposess of ilistration call them a, & b
2: first style sheet (a) defines a color and background color for an eliment.
3: second style sheet (b) defines only a trasnparent back ground color for the exact same eliment (all qualifiers must match exactly)

and presto mismatch reported in first file(a), not second(b).
