    Rules elsewhere suggest that it could also be #NULL-NAMESPACE.

Fixed comments #2, #3 as suggested. Fixed #1 by adding the missing #NULL-NAMESPACE case.

Comment #3 has not been fixed in 2006-06.

The fix for this bug does not appear in the Recommendation of 23 January 2007. 
It will be considered for a future publication (either an Errata document or
some possible future version of the specification).

Actually, it does. Consequently, I'm marking this issue resolved-FIXED, and CLOSED.
