Do we need to allow two steps to explicitly indicate that one depends on the previous execution of the other?

I think we should allow the XProc language to precise this case
The main point i see now is for error handling
If we know that two step which could be done in whatever order, but one could give error earlier than the other, we should be able to indicate it

In that special case, specifying priority is sufficient
