I believe that the expected results of the new test use-package-108b are incorrect. The result should include the namespace declaration xmlns:p="http://www.w3.org/xslt30tests/use-package-base-002" on the grounds that the rules for xsl:namespace-alias say A namespace node whose string value is a target namespace URI is copied to the result tree, whether or not the URI identifies an excluded namespace. I have reverted a recent change to use-package-108, which invalidated the long-established expected result for this test without any consultation, in a way that appeared to disregard this clause in the xsl:namespace-alias specification.
I agree, the change should not have been committed and my own notes in my local repo do not seem in line with this change, which I can only explain as a local mishap.
I have not committed these changes as I assume you reverted them, so I'll await your pushing of the changes to close this.
