The description of the test says 

Error - value supplied for stylesheet-base-uri should be absolute

However, the spec allows a relative URI.

I suggest to remove this test from the test suite as the purpose of this test case no longer holds.

XQuery WG agreed at today's telcon that we should remove test case from the test suite.

Test removed.
