Some links in sections A.1 are not hyperlinked. For instance: http://www.w3.org/TR/xml-names/.

It seems to happen for those that have the text "The latest version is available at [link here]".

But this may be intentional, as I notice that "latest version" itself is hyperlinked. Still it looks a bit odd that most links in this section are blue and underlined and these ones aren't. 

I leave it at the editor's discretion ;).

This style is imposed by aspects of the build system that are shared across specifications, so I propose to make no change.
