In one Unicode TR reference under A.1. we say clearly (under Unicode Normalization Forms) "As with [The Unicode Standard], the version to be used is ·implementation-defined·.".

I propose to do that for all TR's (that is, add the same sentence), or make it implicit by leaving it out on all of them.

Agreed. This is our general policy for dependencies on external specifications so I think this is merely an editorial clarification.
