The following sentence reads badly, probably in an effort to avoid ending a sentence of a preposition. "The [POLYGLOT] specification permits namespace declarations to appear in a conforming document, but there are restrictions on which elements they can appear." To avoid saying "but there are restrictions on on which elements they can appear." perhaps "The [POLYGLOT] specification permits namespace declarations to appear in a conforming document, but restricts the elements on which they can appear." would be better?
