Half the tests on fn:transform expect XQ31, of the rest, most expect XP31 syntax. I have modified these tests internally to work with XP30 syntax (until I implemented that part). 

Quite a few fn:transform options are not yet in the tests:
- vendor-options
- package-node
- package-name
- package-location
- package-version
- xsl:initial-template (implicit/explicit)
- initial-match-selection
- global-context-item
- errors other than FOXT0002

I have set myself to work on these tests, this issue is to track progress.

The WG agreed to resolve this as follows:

ACTION A-657-12: ABr to create more tests for fn:transform, as he describes in bug 29834
