How is the user prompt handler defined? Via a capability? The name of the capability should be defined.

Yes, the intention is that it is supposed to be set through a capability.  However, I somewhat intentionally left it out when I specced this because the section of processing capabilities (as I’m sure you’ve noticed) is in a pretty terrible shape…
