Developers have developed 'workaround' plugins for this based on the concept of granular synthesis. I shared these on Stack overflow here http://stackoverflow.com/a/37220457/1675954  

However i think this ideally should be a WebAudio feature, to be able to change the playback rate without changing the pitch. Based on research there is definitely a demand for this.
