XQuery 1.0 Candidate Recommendation (3 November 2005) states that

The following features are considered to be at risk:
 - Static Typing
 - Modules
 - Collections and Default Collection
 - Trivial XML Embedding
 - Copy-Namespaces Declaration
One or all of these features may be removed if implementations of them do not 
exist at the end of the Candidate Recommendation period.

OpenLink Virtuoso Universal Server (www.openlinksw.com) supports modules and 
collections, including even tricks like importing XQuery modules into XSLT 
stylesheets and running XSLT from XQuery.

I'm glad to hear that your product supports both modules and collections.

It would help us greatly if you were able to run the XQuery Test Suite
(http://www.w3.org/XML/Query/test-suite/) and provide us with your results. Our
most recent version added tests for modules.

When it comes time for us to progress to PR and we consider what to do with "at
risk" features, we will consider your statement, similar statements from other
implementors, and the test results that we have received.

We'd like to see these features described in standard, as least as optional 
features, but not describe it in our own user's guide from the very beginning.

Could you please give me a hint, how much time do I have to submit test results 
before the decision is made?
