This test currently expects FOJS0006 but should instead expect XQDY0027.  See:
https://www.w3.org/XML/Group/qtspecs/specifications/xquery-31/html/xquery-31.html#id-validate

Note, of the two implementations that have reported results for this test, neither has reported FOJS0006.  Saxon reports passing this test but notes it actually raised XQDY0027.  See:

WG agreed at meeting #630:
ACTION A-630-03: Josh to change xml-to-json-048 to return XQDY0027 as per bug 29381
