As a consequence of editorial changes intended to keep the XSLT 3.0 and XPath 3.1 specifications of maps in sync, two things have been accidentally dropped from the XSLT 3.0 spec:

* the collation-key function
* the changes to deep-equal to support comparison of maps.

I will reinstate these.
