I18N suggested to XSLT WG that we should reference BCP 47 (specifically RFC 4647) and point out that the algorithm we use is defined in that RFC.

XSLT WG agreed to this request. The WG decided to make this a non-normative reference, to reduce the risk of getting it wrong (given that to do it formally requires careful mapping of terminology to ensure that the inputs and outputs of the algorithm are unambiguous.
