8.2.5.4.7 The “in body” insertion mode:
 
An end tag whose tag name is "form"

The otherwise clause is out of place.

That is not the section this appears in and where that insertion mode is specified this fault is not there. You might be looking at something that is not up-to-date. I recommend using https://html.spec.whatwg.org/multipage/syntax.html#parsing-main-inbody instead.
