I think this should be resolved=wontfix|worksforme

This is about the floating "spec bugs" widget you get at https://html.spec.whatwg.org/multipage/dom.html#embedding-custom-non-visible-data-with-the-data-*-attributes that scrolls with that page while z-indexed over the underlying text in such a way that blocks part of the right edge of a a paragraph about custom data attribues  and prevents you from being able to actually read that text.

But the widget has a clearly visible (ok, somewhat clearly visible) control that you can click on to minimize it so that doesn't block the underlying text. So this is already fixed. Yeah, maybe the the minimize-control could be more prominent/discoverable, but IMHO that problem doesn't rise to the level of being something that we need to keep a spec bug open to track.
