In 5.3.3 (UCA collations), the lang parameter of the collation URI is specified by means of an informal reference to the lang attribute of xsl:sort. This should either be a formal normative reference to the XSLT specification including chapter and verse, or the relevant definition should be copied into the F+O spec.

The Working Group believes it is sufficient to say that lang must be in the value space of xs:language.
