https://html.spec.whatwg.org/multipage/embedded-content.html#user-interface has a paragraph explaining how a UA can provide controls even when @controls is absent.

"Even when the attribute is absent, however, user agents may provide controls to affect playback of the media resource (e.g. play, pause, seeking, and volume controls), but such features should not interfere with the page's normal rendering. For example, such features could be exposed in the media element's context menu."

HbbTV would like to see TV remote controls explicitly mentioned as another possible means to expose UA controls, e.g.
"For example, such features could be exposed in the media element's context menu or via a TV remote control."

Media Session is also tangentially related here, in that it will be possible on Android to control the playback using a second device, i.e. a wearable device like a watch.
