suggest <tbdody><thead> and <tfoot> to have a default role of rowgroup with no override restrictions

Closing as <thead>, <tbody>, and <tfoot> all leverage mapping for default role of rowgroup, with the exception of <thead> in UIA which has an explicit control type, Header, for "visual container for the labels for rows or columns of information" [1].
