err:XPDY0138 is listed among the errors in the appendix but it is never mentioned elsewhere in the document.  It seems that this error condition is already covered by FOAY0001 and can be deleted?

The resolution of bug #27382 decided to use FOAY0001 for this error. Perhaps the change wasn't fully implemented.

err:XPDY0139 is also no longer needed (see bug 28632).  I will remove both from the appendix.
