The treatment of precisionDecimal in the current working draft of XML
Schema 1.1 allows negative scale in precision decimal values by means
of allowing negative exponents (e.g. 23E-24), but the fractionDigits
facet continues not to allow negative values.  [The WG presumably needs
to consult with Mike Cowlishaw to know whether the current draft
actually meets the requirement.  In the meantime, I'm marking this
one 'resolved'.]

And I'm marking it FIXED since I believe Mike C said to me that doing it for precisionDecimal would be OK.  I will send an appropriate message to him to ask him to concur or object.
