Section 6.1.14 says that the XHTML output method must (when appropriate) add a meta element as a child of the head element. It fails to say anything about the namespace of the meta element. The obvious thing is that the meta element should be in no namespace if the head element is in no namespace, and in the XHTML namespace if the head element is in the XHTML namespace. But this isn't quite obvious enough to go without saying...

The WG agrees.  This change will be made.
