Reference this and remove the "Regardless of the value of the 'white-space' property" bit.

Should we leave this for v2 seeing as that spec is still unofficial?

Whatever we do with 'text-wrap: balance' I think we should remove our own steps attempting the same thing, as that isn't something anyone should ever implement.

I would like to refer to text-wrap:balance, and if that needs to be removed from /TR/webvtt1/ due to pub rules then so be it.

OK, I believe we can reference unofficial specs until we get much further in the process. So, let's give this a go.

Note that this introduces a dependency on CSS Text 4 which is still in editor's draft.
