Expected error is XPST0008, but instead the error should be XTDE0640 (the circularity error).

I disagree. This is a static error, not a circularity. A global variable is not in scope within its own declaration.

Yes, you are right, I just realized it after your mail on another subject. I will revert to XPST0008 and close as INVALID (not a bug).
