I have a bit of a déja vu feeling with this one, I thought it was discussed earlier, but I can't find it back and the latest draft doesn't have it changed, so apologies if I am duplicating something.

Under 9.7 Static Expressions, the bulleted list enumerates two places where static expressions are allowed (use-when and static variables), but does not mention shadow attributes.

I believe these should be included in this list.
