While trying to spec out the processing model for http://w3c.github.io/frame-timing/ we found out the Web APIs processing model exists already. I think the following changes to this processing model would be sufficient to cover Frame Timing's use cases.

Lon made some changes, and I think it matches the rest of the spec a little better.
