Surely the colon should not be optional if there is a value?

I can't say I really understand the original change, why do we need the extra layer of syntax here?

Was introduced to allow region specification and prepared for other metadata headers.

It seems the parser drops settings without a colon.

Yes, that makes sense. The "optional" should be removed.
