"A WebVTT cue setting name. An optional U+003A COLON (colon) character. An optional WebVTT cue setting value." Surely the colon should not be optional if there is a value?

Was introduced to allow region specification and prepared for other metadata headers.
It seems the parser drops settings without a colon.
