XQTS expects fn-namespace-uri-for-prefix-4 to return just the default 
namespace, but the return clause is wrapped in fn:count(). I think the 
expected answer should be xs:integer value 1.

Naresh:

Thanks for catching this.  The implementation I am using actually dies
on this test.  I should use "fn:string" rather than fn:count. I Changed
test and resubmitted it.  Please close the bug if in agreemenet and able to 
verify.
