Suspect a typo where: 

2.1 Terminology reads:

RFC 2987?

I think you meant RFC 3987.

BTW, the *wrong* RFC appears in the reference list, replace with:

At the teleconference on 2015-03-03, the Joint Working Group agreed to fix this bug by correcting the typos (read '3987' and 'Uniform' for '2987' and 'Universal').
