Compare https://html.spec.whatwg.org/multipage/obsolete.html#process-the-frame-attributes to <https://html.spec.whatwg.org/multipage/embedded-content.html#process-the-iframe-attributes>: in the former, step 2 of the "Otherwise" steps of the latter is missing, but should presumably be present.
