The Mozilla bug is about the query component and as far as escaping goes the specification appears correct. Now conformance we may want to adjust, but that might also upset the RFC 3986 crowd...

OK, I've updated the bug summary to match.

At the moment, I'm resigned to the idea that the URL specification needs to have an appendix that describes the differences.
