In the discussion in Santa Clara we decided that screenshots should only return the view port. we need to spec that properly. http://www.w3.org/2014/10/30-testing-minutes.html#item11
I refreshed my memory by looking through the minutes, I don't think we explicitly said whether or not main document's scroll bars should/must/shouldNot/mustNot be visible in the screenshot. It would be nice for the spec to be explicit about this (even "explicitly undefined" is better than not mentioned at all). I assume that i/frames' scroll bars have no choice but be visible in the screenshot. Note that some browsers in some cases/modes may have various sorts of "overlay" scroll bars and/or scroll bars that only show up when pointer hovers near them.
