https://tools.ietf.org/html/draft-ietf-iri-bidi-guidelines-03 is the last IETF document, the goal was to split this out of the IRI spec so it could progress independently.

1) Need to make sure we forbid bidirectional formatting characters or otherwise deal with them. 2) Need to verify that UTS #46 talks about bidirectional domains. 3) Need to give display recommendations for a URL.
1) It seems the original RFC did not forbid them. I asked why here: https://lists.w3.org/Archives/Public/www-international/2015JulSep/0126.html 2) UTS #46 forbids bidirectional formatting characters in domains, but does not talk about displaying domains.
