In Section 13.1.3 I find this paragraph:

Every implementation must recognize the collation URI that must http://www.w3.org/2005/xpath-functions/collation/codepoint, which provides the ability to compare strings based on the Unicode codepoint values of the characters in the string.

Something is clearly wrong with the text :-)

I'd suggest:

Every implementation MUST recognize the collation URI http://www.w3.org/2005/xpath-functions/collation/codepoint, which provides the ability to compare strings based on the Unicode codepoint values of the characters in the string.
