The algorithm normalization text contains this phrase:

"the specification that definines the algorithm identified by algName."

Moreover this particular clause of algorithm normalization is unused by the spec since every algorithm parameters uses HashAlgorithmIdentifer, so I suggest removing it.

This sentence is included for extensibility, such that new algorithms can be added, including those which are parameterized by other (non-hash) algorithms, without changes to the specification other than the inclusion of the reference to the new algorithm specification in the extensibility section.

So I suggest we just fix the typo.
