should be

"determined by _the_ import link tree."

This bug is actually against the Web Components "HTML Imports" spec which is now using Github for Issue/Bug tracking.

I fixed this bug in the Imports spec https://github.com/w3c/webcomponents/commit/d13ff6bc1a7c259627199f16e9c17949bdc45a0e
