The link pattern mentions that shift+f10 should open a context menu.
This convention does not apply to all platforms, but there is no mention of platform dependency.
Text does not mention the author responsibility for scripting the shift+f10 support.
An unrelated and unresolved question is whether or not the link should have aria-haspopup=true if the context menu that opens is a custom menu (not the default browser context menu for links).

Added note:
<p class="note">Authors are strongly encouraged to use a native host language link element, such as an HTML <code>&lt;A&gt;</code> tag. As with other WAI-ARIA widget roles, applying the link role to an element will not cause browsers to enhance the element with standard link behaviors such as navigation to the link target or context menu actions. </p>
Which addresses author responsibility for context actions.
The platform-specific nature shift+f10 assignment should probably be addressed in the general keyboard guidance section.
