The current staged snapshot [1] contains normative references to the following WHATWG documents: [DOM] [ENCODING] [HTML] These need to be changed to either (1) refer to the W3C REC track references or (2) be marked as 'Non-Normative'. The appropriate W3C REC track references would be [2], [3], and [4], respectively. This has already been done in https://github.com/w3c/webvtt/pull/161 I guess I'm not supposed to update http://dev.w3.org/html5/webvtt/webvtt-staged-snapshot.html right now, though.

I would suggest going ahead and updating the snapshot, since this bug prevented adopting a resolution to publish the snapshot as FWPD in today's TTWG call. If fixed, then I expect a resolution to pass.
Agreed - I don't see why the snapshot can't be changed to include these edits.
OK, I've updated http://dev.w3.org/html5/webvtt/webvtt-staged-snapshot.html (In the long private email thread, David Singer seemed to want us to stop fiddling, but I'll take the liberty to update it whenever appropriate going forward.) Note that the links in http://dev.w3.org/html5/webvtt/webvtt-staged-snapshot.html#dependencies are still all to the upstream specs, because there's no support in our toolchain to do change those URLs easily. I'm going to pre-emptively make those plain text in the WG copy.
Done in https://github.com/w3c/webvtt/pull/166 and http://dev.w3.org/html5/webvtt/webvtt-staged-snapshot.html has been updated on the assumption that Silvia will accept that fix.

Thanks, this fixes the reported problem AFIAC. I would suggest holding off on other changes to the snapshot unless the TTWG is notified first, so that it remains stable until it is moved to FPWD.
