"WebVTT cue settings list" is defined in terms of "WebVTT cue settings" but that term is only references from "WebVTT vertical text cue setting". It needs to be well defined which cue settings are valid. This was most recently touched in "Create an abstract definition of WebVTT cue settings.": https://github.com/w3c/webvtt/commit/b82c0c5cce22d3bc7ae80087e2add3d6165b3564 Silvia, do you remember what this refactoring was about? Other than leaving "WebVTT cue settings" in a curious state, it looks like there are now two conflicting definitions of "WebVTT cue settings list", the first one allowing almost anything on the form *:* and the second being pretty much the original.
I think it was in preparation for the region definition, so I was able to use "cue setting name" and "cue setting value" to distinguish the stuff before and after the ":". I think all that is necessary is fix the first sentence in the "WebVTT cue settings" section. It should probably say something like this instead: "The following WebVTT cue settings are defined as part of a WebVTT cue settings list."
