Now:
user agents are permitted to fail whenever encountering a parse error.
Suggestion:
None
Comment:
Would be nice to give a more detailed explanation what fail means. Fail to render an element and move on, fail to render the document at all. Fail can mean a lot.

HTML5.1 Bugzilla Bug Triage: won't fix, the context is about parsing since this result is a parse error.
