In various places in the spec we have a big bunch of wording that describes how a property would usually exist on an interface prototype object, but that if we're the global, it goes on the instance itself.  We should factor that wording out somewhere to avoid duplication.  Also we should audit all of the properties that are currently placed on the interface prototype object to see if they should be using this wording.
