The initial playback position is only used in the steps for "Once enough of the media data has been fetched to determine the duration of the media resource, its dimensions, and other metadata"

It would be clearer to have it locally only. Right now it takes a bit of searching to understand the relationship between initial playback position and the default playback start position.
