In section L, there is (random?) links that doesn't work

For example

Thanks for pointing this out. The problem occurs when there is change markup such as

<p at="P-bug22767">

and we are generating diff markup for draft R only

and <loc href="bug22767"/> appears in the change appendix.

I think that in most (but perhaps not all) of these cases the change markup is incorrect and should say

<p at="R-bug22767">

Changed the stylesheet so the links in the changes appendix are included only when (a) the referenced change is associated with the relevant bug, and (b) the change occurred in a draft for which we are producing highlighted changes.

(Sometimes when bugs are reopened, the changes associated with a particular bug number can occur over a sequence of drafts).
