From "3 Terminology":

> In the import referrer, an import is represented as a Document, called the

It's not clear what this implies. 
We once attempted to rationalize how imports (should) work by giving
a "shared" browsing context / view to each import. It however didn't work out.

I'm currently inclined to explain it as a extension of module system. Such an 
idea is covered by https://www.w3.org/Bugs/Public/show_bug.cgi?id=25715.
